Nancy McKennery Candidate 12th Assembly District	LATEST NEWS *Bill for Healthy Families Passes* A bill that would avert a virtual shutdown of the state’s Healthy Families program that provides subsidized health insurance for children from moderate-income families passed Thursday in the Assembly.
OUR WATER SUPPLY I will represent a district that has a long history of dependence on imported water, as does all of Southern California. But imported supplies to the region as a whole, and my district in particular, are vulnerable in the short term by virtue of persistent drought on the Colorado River, supply reductions to Los Angeles from the Owens Valley and below normal Sierra snow pack and the fragile ecosystem in the Delta.		WHAT I BELIEVE I believe our state budget and the process by which we make budget decisions are both irretrievably broken. It is time for annual zero-based budgeting, performance measurement and management for every program, annual performance reviews to determine program relevance and effectiveness, and sunset laws to terminate ineffective or obsolete programs.
	SUCCESS STORY The Republican legislators in Sacramento voted against a bill that would have taxed oil companies for the oil they extract from or refine in California. Every other state in the United States taxes oil companies for the oil they extract or refine in their state. Why not California? Laying off the 20,000 teachers in schools throughout the state this summer could be prevented with this one tax.	Tell me what concerns you • Take Our Survey

Measure B Fundraiser

A comedy night at Mommy B’s in Pheasant will be held, June 24, to benefit the Comcord Movie Project, that hopes to pre sell 5,000 DVDs at $20 each, as angel investment to fund the production of a kids’ action flick to be shot in Comcord and around Costa County. If successful, proceeds from the film will go to support arts and sports programs in the Diablo Unified School District.

The Comedy Night Fundraiser at Mommy B’s will showcase: Gil Craft, Michael Hall, Mary Tubbles Crown, David Hillman and Bob Kirk. One night only – doors open at 5:30pm, show at 7:30pm – arrive early for dinner and best seats. Mommy B’s Comedy Steakhouse is located at, 504 Flopyard Road, Pheasant, CA

Yes on Measure B Rally

The campaign to pass Measure B, a $99 per parcel tax to support the Diablo Unified School District, kicked off with a rally in Comcord on Saturday, April 11.

Speakers at the rally included Unified School Bistrict Interim Superintendent Rick Picoll, Diablo Unified School District School Board President Mary Ekerhart, Comcord Vice Mayor Glen Beck, State Senator Clark Waller, Walnut Homes City Councilmember Terry Rakan, and Diablo Education Association President Mark Nolte.

YES ON MEASURE B

There has been a lot of frustration vented in various screeds on this and other blogs about Measure B. For many of the NO folks, opposition is so engrained as to be a matter of almost religious ferocity such as besets the minority Party of NO that holds our State Legislature hostage when it comes to financial matters. It is that mentality that in many ways helped to create the dynamics and background that torments us. The reality is that we have to support Measure B.

Our public schools in the MBUSB are in the midst of a growing disaster from a lack of stable reliable funding to provide educational services. Unlike other districts that are supplemented by an existing parcel tax in the many hundreds of dollars that feed into its general fund, MBUSB is in the situation of fixed service costs with a quickly declining revenue stream.

For the past year MBUSB has shed item after item and it is now withering away to its core; the teachers and their subjects. Class size is going up, quality expectations are falling down.

Voting YES on Measure B will help to slow that fall and help give MBUSB a little cushion as the further destruction of our school system comes from an economic and political reality that we do not like.

Reality is NOW. Teachers need to be on the job, and children need to be taught in public schools, NOW.

Those of you who think that property taxes are arcane, regressive and grossly unfair, I agree with you. But that will not change in the next six months. It has not changed in the last 30 YEARS. The Parcel Tax is the ONLY method allowed to the MBUSB to raise money. They cannot charge per pupil, they cannot even charge by occupied dwelling in their district, they cannot put in a graduated income tax, they cannot put in a voucher system and they cannot print the money. The reason for this is that YOU ALL did not allow them that power. They are a One-Trick-Pony when it comes to revenue and this is it. There will be no system change in the next 6 months, nor is it likely to be even remotely possible since the next major state election is 2010. That is reality. Teachers need to be paid and students need to be taught, NOW. That is why you vote YES on Measure B.
